Five-Act Child
Protection Package
A landmark joint legislative initiative for the 2027–2028 U.S. Congressional Session & Georgia General Assembly, co-authored by Spectrum Caelorum et Salus Animi Orbis Foundation, Inc. and The De Jurè Ahmi Foundation, Inc. — dedicated to protecting every nonverbal, autistic, disabled, and special education child in America, and ultimately the world.
In Honor of Semaj Lee — Age 7 — Nonverbal, Abused, and Unprotected by the Law That Should Have Shielded Him.
For Semaj Lee. For every child who could not say what was done to them. This is the law they deserved.
The Semaj Lee Seven Act
Mandatory Surveillance & Protection of Nonverbal, Autistic & Special Education Students
Requires all covered educational institutions to install and continuously operate encrypted, tamper-evident video surveillance systems in every classroom, hallway, therapy room, and transportation vehicle used by special education and nonverbal students. Mandates thermal imaging in restroom common areas. Imposes $100,000 civil fines per surveillance deactivation event and $250,000 during active abuse investigations.

AERA
The Abusive Educator Registry Act
Establishes the National Abusive Educator Registry (NAER) — a permanent, publicly searchable national database of every educator who has abused a child. Initiates the Global Abusive Educator Registry (GAER) through INTERPOL and the United Nations. Any registered educator is permanently barred from all positions involving children, anywhere in the world.

Heavenly Act I
Redefining Child Sexual Assault as Both Violent Crime and Grand Theft of Bodily Sovereignty
Redefines sexual assault, rape, molestation, and penetration of a minor as not only a violent felony of the highest order, but simultaneously as Grand Theft of Bodily Sovereignty — the theft of a child's irreplaceable virginity as personal, intimate property. The forced rupturing of a child's hymen constitutes permanent, irreversible physical destruction. Establishes cumulative criminal charges for sexual assault, bodily trespass, intimate tissue vandalism, and destruction of sovereign property. Recognizes the cultural and global harm from the theft of a child's virginity across borders and traditions.

Heavenly Act I-A
Expanded Definitions: Sexual Spaces, Bodily Trespass, and Personal Property Destruction
Expands the protections of Heavenly Act I to cover all persons regardless of age. Establishes the body as personal sovereign property — inalienable, non-transferable, and superior to any claimed interest. Defines Protected Sexual Spaces, Criminal Bodily Trespass, Destruction of Personal Sovereign Property, and Intimate Tissue Vandalism as standalone felony charges. No marital exemptions. No penetration loopholes. No consent presumptions. Supplements existing criminal law with parallel property-based charges.
